VIP and taunt updates

Hey guys

- Just updated vip to include primary + melee weapon new particle effects
- Updated taunts to include the new Halloween update. Added a custom autoupdate script so new taunts should automatically become available as they get added to the game.

The auto update extremely excites me. It will make availability super easy. Let just hope that no terrible errors come from Steam anymore :P
