That percentage will get lower and lower depending on how much time has gone by. Also, The administration list was usually at around 40, or at least it was (including the MIA admins), but regardless if admins were inactive, the amount of admins that were active were still consistent. With that said, it was typical that if an admin were to leave, another admin would come and "replace" them. The reason for that is, SwapShop has a very consistent amount of servers and players on those servers daily. So If the amount of players stay consistent and the amount of potential problems stay consistent, then SwapShop wouldn't need a whole bunch of admins. If it did have a bunch of admins, then the admins would more likely get bored because other admins would be doing their job for them and they might get abusive or inactive. That is why the amount of admins stay consistent because they would want admins being problems or useless. So therefore, if the amount of needed admins is reached, which it almost always is, then most of the applications are likely to be denied. However if an application seems to have a lot of promise and is a 10/10 then it will likely be accepted regardless of the amount of admins, but I don't know if there has been an application like that in a while. But it's a good time right now because a lot of admins were recently demoted due to inactivity so the likelihood of others becoming admins regardless of the amount of admins is much higher, as opposed to let's say about a month ago.
