Shop RTD is not working

I am posting this because I have run acrossed this bug a few times!

When I go to shop using the "!shop" command and go to "RTD items" and then select "Force Everyone to RTD Bad Rolls/Good Rolls Only 60 Seconds" It says "I have purchased it in the chat, however nobody RTD's.  This is a problem because I lose 250 credits when I purchase it and it doesn't work.  I've spent about 1000 credits.  I haven't tested if the other "RTD" options work because I don't want to lose any more credits than I already have.

In the image I've attached it says I purchased it, and it deducts points, however it does not show anyone has rolled, and indeed, nobody rolls.  I'm not asking for a refund in credits I'm just hoping that this gets fixed!  Thanks!
