Group of players hogging a server for themselves

There are currently, as I write this, a group of 4 players on server #09 (cp_orange_asylum) votekicking everyone who tries to join so they can play by themselves. Their current names are:

RIKI THE SUN KING
King825
stonesara99
FatKat225

Me and another player have tried, unsuccessfully, to get them to stop, but they won't. We just got votekicked repeatedly. As such, I am posting this in the hopes that something may be done about this so other players may actually be able to play on this server, and that this may not happen again.
